The 1991 Road Traffic Act gave Local Authorities in London, and subsequently the rest of the UK, the opportunity to take over greater responsibility for their own parking management.
Previously, for many authorities their experience was limited to design work and to operation of off-street parking. Decriminalised parking was both an opportunity and a challenge. Many sought outside expertise and RTA Associates Ltd was formed to fulfil that need.

Traffic Regulation Orders
The 2004 Traffic Management Act and the 1991 Road Traffic Act place obligations on the Highway Authority regarding the way it assesses, implements and reviews TROs.
There is a clear duty to identify congestion points and take action accordingly. The Acts cite the implementation and enforcement of TROs as one of the prime factors affecting congestion.
