Financial Appraisal and Efficiency Reviews of Parking Service Provision

Parking Services should be self-financing and sustainable. Any On and Off-Street Parking Penalty Charge Notice surplus and on street pay and display income surplus is ring fenced and should be reinvested in accordance with the Road Traffic Act 1984, i.e. additional parking facilities, public transport schemes, highway improvements and road maintenance schemes.

Parking restrictions require proper enforcement if they are to be effective. The Road Traffic Act 1991 and the Traffic Management Act 2004 provided for the decriminalisation of most non-endorsable parking offences, and the transfer of responsibility for enforcing these from traffic wardens to civil enforcement officers and parking attendants employed by the local authority and funded out of any penalty charge revenue. This gives local authorities greater control over the level and priorities of enforcement activity, which can therefore be used in pursuit of other policies, such as improving traffic flow, and more reliable bus movements.

RTAA provide full financial reviews pre and post implementation of decriminalised parking schemes. Financial reviews can also be undertaken to determine the impacts of increased / reduced parking provision due to developments in an area, allowing for displacement as a result.

A review of the parking service can also highlight where efficiency savings can be made allowing more cost effective management and provision of the service, including where joint working or updating of systems could be beneficial to the client.
