Collaborative Working – Joint Notice Processing and Shared Enforcement

Collaborative working is increasingly seen as good practice by the Governments in England, Wales Northern Ireland and Scotland. This trend is driven both by increased pressure to achieve better value for money, increase efficiency and by the belief that shared working can achieve more effective joined up services. Collaborative working may take many forms, including mutual support of traffic management and parking campaigns and events, jointly bidding for contracts or sharing of back office functions and systems.

What are the benefits of collaborative working for DPE and CPE?

  • Prevents the risk of a decline in access to specialist services when there is pressure to reduce staffing.
  • Improves flexibility, business continuity and ability to respond to external influences.
  • Improves customer service derived from a centre of excellence approach and consistent processes
  • Reduces the risk to smaller organisations that have a statutory obligation to provide DPE / CPE but may lack the specific expertise required.
  • Effective collaborations take time to set up but once established can grow rapidly and gain sufficient momentum to reduce costs significantly for all organisations who participate.

RTAA has a vast amount of experience working with organisations to set up, develop and facilitate effective collaborative working arrangements, tailored to meet the needs of all participants. We gain an in depth understanding of your organisation and current processes to maximise the benefits of;

  • Your organisation’s strategic position in relation to other providers in your area.
  • Synergies, differences in organisational life cycles, cultures and aims.
  • What local contracts are best suited for collaborative working and how to access these.
  • Work with you and the commissioning bodies to ensure they understand your organisation’s requirements early in the process.
  • Taking full advantage of economies of scale.
  • Facilitate organisations to share knowledge and expertise. Identifying organisations with different areas of expertise that your organisation could work with to complement your services
  • Service improvement for your stakeholders.
Case Study

RTAA assisted with the amalgamation of the Nottinghamshire and Derbyshire parking administration service. This included the provision of Service Level Agreements, Heads of Terms and Memorandum of Understanding documentation. The parking administration service is now undertaken by Nottinghamshire for the two counties.

RTAA were instrumental in setting up the Denbighshire notice processing service now known as the “Wales Penalty Processing Partnership”. Current membership is 10 Welsh counties covering parts of North, Mid and South Wales. RTAA and Denbighshire established joint working arrangements to ensure new partners are welcomed in a seamless transition.

The “WPPP” has been awarded the “Excellence in Wales” award for collaborative working.
