RTAA Parking policy and development

An important aspect of the Traffic Management Act is the increased requirement for Local Authorities to publish a comprehensive set of policies on all aspects of parking, and to communicate these through progress reports. Many Councils have done this anyway as a matter of good practice.

RTAA can offer a complete package of bespoke documents that cover issues such as:

  • Parking Policy relating to your Local Transport Plan and other Councils strategies
  • Parking management policies
  • Parking policies for the disabled, health workers and other specific groups
  • Policies for the provision of on-street and residents’ area parking

The TMA requires the publication of an Annual Progress Report for parking management. This is much more than how many tickets have been issued and how many have been paid. It should also include regular compliance surveys to determine how your operations are helping to deliver your transport policy objectives and specific details of major policy changes. RTAA can develop a standard document for you and act as a bureau to collect all the necessary data and create the draft report.

Good practice suggests that you carry out regular reviews of part or all of the parking operation. Often an independent assessment is required. Here are just some of the activities for which we can carry out such a review:

  • Efficiency of the DPE / CPE operation
  • Review of car park assets
  • Financial assessment of costs and income
  • Benchmarking of operations against good practice
  • Assessment of options for in house or external parking operations
  • Mystery shopper activities to review staff or contractors performance
