RTAA - DPE and CPE feasibility studies

The 1991 Road Traffic Act allowed Highway Authorities to take over the responsibility for the management of parking restrictions from the Police. To date all 33 London Boroughs and over 200 authorities outside London have adopted these powers, many others are in the process of implementation and most authorities have given some thought to whether they should go down that path.

Some Councils are now enforcing bus lanes and the 2004 Traffic Management Act, introduced in 2008 in England and Wales will give authorities further powers for managing yellow box junctions, prohibited turns and some other moving contraventions. The change to CPE also has other implications. This gives Councils further opportunities for influencing their transport objectives, but many more questions will be asked.

If you are grappling with the complexities of the challenge, a first step is a feasibility study. RTAA has vast experience of carrying out such studies, from whole Counties, to large urban areas and smaller districts.

The study needs to look at questions such as:

  • What are the Police priorities towards parking enforcement?
  • What is the Council’s policy towards parking management?
  • How would DPE / CPE help deliver the Council’s wider Transport objectives?
  • What model or scale of operation could be adopted?
  • What is the financial case for implementing DPE / CPE?
  • What are the best options for cost effective delivery of the service?
  • What will the IT strategy be?
  • Should there be an area wide policy?
  • What opportunities are there for Councils working together to achieve consistency and economies of scale?

The solution for every Council is different. There is no "one size fits all" model. Therefore RTAA would work with you and develop a model that works for your area. We can adopt a bottom-up approach to identify accurately the costs of implementation and the likely enforcement results for your area. Or we can carry out a desk-top exercise to give you an overview of all the issues and their implications.

Because of our experience we can confidently describe the issues or present results to officers and Councillors and answer the majority of the questions about DPE or CPE that you may have been struggling with. Therefore a feasibility study is a very efficient way to identify full costs and consequences, thus enabling Councillors and officers to make informed decisions before proceeding to full implementation.
