RTAA Case Study

IT procurement - North Lincolnshire

North Lincolnshire Council required either a new or upgraded IT system for the introduction of CPE in 2010. NLC required a system capable of processing ECNs and PCNs on the same database and it had to have the potential to expand to allow for new legislation, any internal devolvement of permit issues, and to cope with future advances in technology.

Because of our experience in helping many authorities to procure IT systems, the client was able to use us to independently assess all the potential suppliers. We devised a procurement route and provided the technical expertise, tender documents and specification for the contract.

A review of internal operations and market availability showed that it would be wise to go to an open procurement for an upgrade or a new product. RTAA also evaluated the tenders received and provided a comprehensive assessment of the bids to allow NLC to purchase the solution that best suited their needs.
