RTAA Case Study

CPE implementation and TRO review - Staffordshire

Recognising the diversity of their eight District Councils, Staffordshire County Council decided on a co-ordinated programme to adopt CPE throughout the County. Having first been involved in the feasibility for the District Councils, RTAA was then appointed to do a full TRO review and assist with the County-wide enforcement implementation project. This has been done in two phases to meet the wishes of the Districts, the first four Districts going live in 2007 and the remaining four two years later.

The support provided included:

  • A feasibility study including a 5-year financial model of the set-up and operating costs and income for CPE
  • Advising and assisting the County and Districts to develop and implement agency agreements and cost and income apportionment
  • Application to the DfT
  • Assistance with the public relations strategy
  • Full survey of all parking and waiting restrictions within the County, checking for discrepancies against existing TROs, and providing mapped schedules for new orders
  • Writing a common set of District-based consolidated Traffic Regulation Orders
  • Secondment of a member of staff to help the checking and remedial work required on signs and lines
  • Training and procedures

The project also included the development of various policy documents for the approval of the Local District Parking Committees and the County Council Parking Board. The policies now approved by the Council, include a residents’ parking policy, an on-street charging policy and a CPE enforcement policy.

A key aspect of the project has been for all Districts to join together in the back office. They have done this by utilising the vast experience of the Stoke on Trent City Council parking team. Although a unitary authority Stoke sits at the heart of Staffordshire and was very well placed to provide a notice processing service using their existing software.
