Parking policy review - Buckinghamshire

Implementation of Part 6 of the Traffic Management Act 2004 has brought new pressures on Councils, and many of these will take time to filter through in terms of their impact. One of these is the need for Councils to be more transparent in their parking policies, and the enforcement of these policies. Guidance calls for such policies to be publicly available, with all that implies in terms of ensuring that what is being proposed is fair and reasonable and meets with support from officers and from elected Members.

Buckinghamshire County Council had many of these policies in place, but given that many of the responsibilities relating to parking were delegated to second tier authorities for operational deployment, it was not possible to say that there were County-wide policies in place meeting the DfT requirements for consistency, fairness towards the public and openness.

The project therefore evolved to develop a set of comprehensive policy statements which reflect the County-wide view on a whole series of parking related issues. These have since been used to support applications for new Civil Enforcement Areas in the County, to direct operational reviews of existing schemes, and to coordinate policies between the second tier Councils already operating CPE.
